8 Belgium NGOs (11.11.11, Médecins du Monde, Oxfam, UNICEF Belgique, Caritas international, CIRÉ, Convivial et Vluchtelingenwerk Vlaanderen) have launched an exceptionnal operation in order to face the crisis of shelters structures. Now that the Government has reached its full capacity, they have decided to act collectively, giving the persons a concrete help and emergency response: social help during the day and shelter at night. Asylum seekers, unaccompanied minors and families with children are in the streets at night although the Government has the obligation to give them a shelter.
